The Buyer II  primary role is to support the purchasing activities of goods and services needed by the organization. This role is responsible for the ordering, invoicing and supplier performance process that will be used within the sourcing and procurement function. This position is a key driver in ensuring orders are fulfilled on time and meet specifications, while minimizing extraordinary costs. . This position also works with other departments to ensure the consistent, cost-effective supply of products and services to internal and external customers.

 

Position Responsibilities & Essential functions

 

  • Manage sourcing and procurement schedule of all indirect materials, and translate those buying forecasts into a sourcing and procurement plan.
  • Establish critical scheduling parameters (such as lead time management, batched orders and pricing policies).
  • Manage supplier orders for criteria such as on-time delivery, at the agreed-upon costs, with the correct specifications per contractual agreements.
  • Execute on sourcing and procurement forecasts for all finished goods business events.
  • Manage demand changes (such as distribution gains/losses, price changes, new/discontinued products and promotion plans) to ensure compliance with business processes.
  • Develop and maintain sourcing policies in conjunction with planning, supply chain operations and commercial teams, including safety stocks, lead times, order quantities, campaign or production strategy, and cycle times.
  • Collaborate with cross-functional partners to ensure the goods are managed according to constraints and targets are aligned with the business strategy.
  • May provide guidance to less experienced team members.
  • Works under normal supervision. Follows established directions. Work is reviewed for accuracy and overall adequacy.

 

Analyze/Problem Solve

  • Identify and resolve any supply constraints, and work with internal stakeholders and suppliers for possible solutions.
  • Identify action items, marshal resources to address action items and follow up on all supply-related issues to full resolution.
  • Resolve conflict around supplier issues, involving internal stakeholders as necessary, for any underperforming suppliers.
  • Work with internal resources to resolve variances.

 

Improve Processes

  • Analyze sourcing processes to determine how to better manage order placement, improve governance, reduce waste, and/or optimize customer service.
  • Implement select improvements to sourcing systems and processes with the guidance of the manager and other stakeholders.
  • Measure, analyze and report key process metrics.
  • Identify action items, marshal resources to address action items and follow up on all supplier-facing issues.
  • Ensure all supplier metrics are met.
  • Develop and govern monthly metrics budgets with finance, and ensure compliance to contract terms.
  • Report on and manage shortfalls of balanced scorecard results.
  • Ensure all internal sourcing and procurement metrics are met

Qualifications & Job Requirements

 

  • B.S. in operations/supply chain management/business, or equivalent  with 3 years of experience
  • Proficiency using PC-based applications (such as Microsoft Excel, PowerPoint, Word and/or Access)
  • Understanding of enterprise technology tools that enable sourcing and procurement execution and reporting.
  • Oracle experience is preferred
  • Mathematical/statistical abilities.
  • Strong communication skills, with a proven ability to understand key role concepts and communicate with business stakeholders.
  • Strong organizational skills, as well as the ability to perform in a command-and-control role under pressure and manage multiple priorities with competing demands.
  • Strong analytical, conflict resolution, collaboration, data-processing and problem-solving skills.
  • Proficiency in process formulation and continuous improvement.
  • Proficiency in working in a fast-paced, complex, dynamic, multicultural business environment.
